A few years ago, the committee representatives of the so-called Mittelbau joined forces in the Council of Academic Staff in order to carry out a university-wide exchange on the work in the committees of academic self-administration. In addition to the members (and deputies) of university-wide committees, the members (and deputies) of the narrow faculties are also part of the council. In this way, the different levels of university organization and decision-making are to be linked together. The Senate Commission for the Interests of Academic Staff is to be used as an opportunity to bring the concerns of the 'Mittelbau' into the internal university discourse in a targeted and binding manner.

The University of Cologne (UoC) website provides information on the university's governing bodies and committees. The organization and structure of the university are based on the legal provisions and the university's constitution.

The Council of Academic Staff has the task of discussing matters common to the group or individual sub-groups, making recommendations where appropriate and supporting the representatives of academic staff in the Senate and the commissions, advisory boards and committees in an advisory capacity.

Legal background

Regulations for the Council of Academic Staff at the University of Cologne

In April 2010, the Senate of the University of Cologne adopted the Regulations for the Council of Academic Staff of the University of Cologne in April 2010. According to these regulations, the members of the Academic Staff Council meet at the level of the faculties and central institutions and form the Academic Staff Council to deal with joint matters.

The Academic Staff Council has the task of discussing matters common to the group or individual subgroups, making recommendations on these matters if necessary and supporting the representatives of the academic staff in the Senate and the commissions, advisory boards and committees in an advisory capacity.

Composition, term of office and deputization

The Council of Academic Staff consists of

  • the representatives of the group of academic staff in the narrow faculties,
  • the senators of the academic staff group,
  • one representative of the academic staff of each of the central institutions,
  • one member - usually the chairperson - of the staff councils for academic and artistic staff at the University of Cologne,
  • the representatives of the group of academic staff in the commissions, advisory boards and committees and the Equal Opportunities Advisory Board and the Equal Opportunities Commission.

The term of office of the members of the Council of Academic Staff is linked to their term of office in the Faculties, the Senate, the staff councils and the commissions. Each member of the Council is assigned a deputy. The term of office of the representatives of the central institutions is two years.

The members of the Council elect a spokesperson and deputies from among their number. The spokesperson represents the Council vis-à-vis the University Council, the Rector, the central university committees and externally.
